Goku had less raw power than Krillian as a child but he is the most motivated with strong heart, willpower & endurance to become 1. Goku always canonically has had the most endurance. Kaioken is more about endurance than power. Maybe even faster! I'd still like to know what he actually said since I have neither the manga or the anime in front of me. King Kai told Goku that he wasn’t strong enough to handle X4 when he battled Vegeta on Earth iirc. So I would imagine that he could learn techniques just as fast as Goku or Tenshinhan learned the Kamehameha and Vegeta learned the kenzein. Cell also can mimic techniques of character he had never actually met such as Freeza. A crack formed in the ground and the spaceship fell towards a pool of lava. I would say that learning a technique doesn't ingrain it in your DNA, but.maybe it does in Dragon Ball, since he knows a bunch of their techniques right off the bat. Actually when Cell exploded, killing Goku and King Kai, his cell’s absorbed some of Goku’s and stole the info needed to learn the IT.
